Strategies And Functions


High Level Strategies:

  1. To increase investment (Attract Foreign Direct Investment and Facilitate Domestic Direct Investment) in the Agriculture Sector and Rural Economy; and

  2. To ensure efficient and effective delivery of the approved 5-Year Development projects in the Agriculture Sector and Rural Areas.

Key Functions:

1. Policy Formulation

  • Policy formulation on rural economy and NCR land development


2. Coordination and Collaboration

  • To coordinate the role of other stakeholders in project planning and implementation
  • To collaborate with relevant public and private sectors in the development of agriculture and rural economy
  • Watching brief of relevant Federal agencies operating in Sarawak


3. Regulatory and Enforcement 

  • Review the relevant Federal Acts and State Ordinances
  • Review of Rules and Regulations
  • Propose new State Legislation or Rules and Regulations
  • Strengthen the enforcement agencies


4. Planning and Development

  • Formulate strategic development plan for agriculture sector and live stocks
  • Coordinate the preparation of 5-year plan


5. Monitoring and Evaluation

  • Monitor & evaluate development programs & projects under the purview of the Ministry


6. Promotion and Marketing

  • To undertake market intelligence
  • To create an efficient marketing and distribution system
  • To undertake market promotion for agro based and rural based products


7. Management Service

  • Budget & Finance
  • Human Resource Management & Development
  • Assets Management
  • Legal Services
  • Public Relation
  • Database Management


8. Performing Registrar's Function for Farmers Organisation


9. Supervising role over agencies

  • Department of Agriculture (DOA)
  • Department of Veterinary Services (DVS)
  • Sarawak Land Development Board (SLDB)
  • Sarawak Land Consolidation and Rehabilitation Authority (SALCRA)

10. Secretariat for the followings:

  • State Task Force (STF) on NCR Land Development
  • State level committee on the promotion of oil palm industry in Sarawak
  • Advisory services for potential investors

11. Representing the State Government on matters Pertaining to Agriculture, Native Land and Regional Development


12. Processing and recommending the followings:

  • Application of new palm oil mills
  • Application for foreign workers for plantations and smallholders
  • Application for deep sea fishing permits


13. Oversight of Agriculture and Rural Economy Institutions

  • Livestock Association
  • Sarawak Oil Palm Plantation Owners Association (SOPPOA)
  • Dayak Oil Palm Planters Association (DOPPA)
  • Malaysia Palm Oil Association (MPOA)
  • Others
